Actually they are merged since both are delegated to liotes.voter. We keep them a part because they feed into different things. What we earn on the first layer feeds the second layer, the buy back fund and reinvests in the fund. On the second layer, it feeds the first layer and is reinvested. We do this to keep conform with our whitepaper.
