I almost wish there was a citation service for those who get stuck in that 20 to 29 range

Of course we do still reward exceptional content even if it's $40+ and bring a lot of them up there, even if it means less curation returns with the current rules. It's awesome to be able to bring posts to trending from unique authors every now and then like the one mentioned in your post. :)
