The issuance of each series of postage stamps is approved by the government and the Ministry of Finance of the country that issues the series.

Postage stamps are part of the country's budget, their face value is carefully calculated.

These decisions, in theory, should obey some kind of logic, but, sometimes, one can observe that the desire to "take the bull by the horns" prevails over logic.

Take a look at the previous series Sea Shells, Genus Liguus stamps issued in Cuba in 1973.

The denominations of the first five postage stamps from this series are subject to arithmetic progress: 1, 2, 3, 4, and 5 Cuban centavos.

Logically, the next postage stamp could be a 10 centavo postage stamp and you can always increase the amount of postage by choosing a suitable denomination.

But, looking at another postage stamp, which depicts Liguus Tree Snail (Liguus blainianus), we see the denomination of 13 centavos.

Apparently, after the printing of the previous five postage stamps, there was a crisis in Cuba, a shortage of paper, and they decided to solve this problem by increasing the face value to 13 centavos.

This is just my guess, but my logic may be illogical within the island of Cuba, lol.
