Hmmmmm,their is a reason for law in every society. If their exist no law then their is no offence or punishment. God the supreme understands this that is why he had to give law to his people. Ignorance can be an excuse if the particular law prohibiting a thing is not there.
Any one who engages his ingeneuity to fraud does that because he is greedy and feels is faster to be recognized in rich world through it.
There is wrong and right its doesn't mean the society is unfair, we should understand that life itself is nota bed of roses, we had to fight over 5million others in our mothers womb just so we could see the world is that fair?.
Their is no just course in scamming its all greed. If one thinks he is on a just course defrauding then he should think of others handicapped. Bottom line is, our actions defines us.

You're right, these people have no excuses but then they feel justified in their actions simply because of how some natural human society basically functions, it can be frustrating but then we need to be responsible to a fault an stand on our actions and words.
