Dear little policeman,
if you can give constantly speeding or parking tickets to some accounts which are on your personal blacklist, without any discussion, you should not complain stereotypical about a missing sense of humor, if you get some tickets back now.
You can follow your crusade-way here, and you can do this of course with your really great sense of humor, everybody i am talking to is laughing about your actions.
But self-proclaimed crusaders with a little policeman behaviour may have a different sense of humor, you are not the first one.

Hello! My experience with Jelly is that he is deeply contrarian, and also a very smart individual. I'm not sure what is going on with the German community, as I don't speak German. My hope is that we get new blood and people interested in HIVE, as I think HIVE is a great, undervalued and poorly understood technology.
Rewarding 10 or 15 dollars to a 'welcome and here's some !beer' might be an effective way to do that, or it might be seen as abuse by some. I am not really an abuse fighter myself, but as someone who has pushed back against HiveWatchers from time to time, I do suspect that Jelly has a point, similar behavior in English might easily be targeted for downvoting on 'rewards disagreement'. This is also true for autoposting, which has been a 'gray-area' for a long time.
One of the problems with downvotes in general is that they most often lead to even more downvotes, with no further recourse than just continually downvoting of content which has nothing to do with the original downvote. I do think Jelly knew what he was getting into, and based on the rules of the platform both him and you are free to downvote however you feel is correct. As long as Jelly is the only one who thinks this way, it seems likely you will 'win' this 'war'.
But I would encourage you, regardless of outcome, to consider how the German community can use HIVE in a deeper and richer way to bring value to all that use it. Guessing random numbers is, I think, subjectively less valuable than providing uncensorable political commentary, developing our understanding of new cryptographic technologies or maintaining ownership of one's own social media presence.

With a lot of others words from you i can agree, i am a curator mainly, but not only for the german speaking community and for a lot of different content here, for a very long time now.
I do not use my downvotingpower very often, the last downvotes are more then one year ago i think, or even more.
We do (and always did) a lot of things to onboard more people here, i personally support a lot of different projects and bloggers here, you may have a look to the personal and virtual meet-ups in Germany, Austria and Switzerland or maybe to the guys from the @nbs-gmbh, but there are some more.
And now just read, how much really bullshit-misrepresentations this jelly-guy does, about phone numbers, my second-accounts (i only have one), my motivations, non-existing czech-german-conflicts (only he has a problem here), he wants "civil war", has his personal blacklists etc.
There is no "conspiracy" of the "most toxic" german community (as he call it) or whatever this jelly-guy means he had found out with his little policeman behaviour, thats just ridiculous.
An by the way, what is the german community, there are a very wide variety of characters, persons, political ideas (which is not my point on this blockchain), bloggers, gamers, art-people, devs and other users.
And there is also no "abuse".
Noway, the acting of this guy is not acceptable for me.
As long as he his on his personal and really stupid crusade due to whatever he will get "malicious" downvotes from me now.

My understanding is that Jelly is concerned about autoposting/rewards farming being curated by you, which may or may not reach the level as to be downvoted 'for rewards disagreement', if it were in english.

As far as I know, Jelly has not taken a stand on German artists, but instead German number games on autopost.
As I understand you, there is no way you would consider not curating these posts.

The jelly-guy is the one who started downvotes without talking to the accounts, first he called it "a experiment", then he saw a "great evil conspiracy" and many other ridiculous bullshit like this.
I never did any autovotings ( i even dont know how this works) on the blockchain, i do not follow any trails here and i never did. Its all manual curated, i can think and curate by my own, and "these posts" usually i vote from time to time, mostly once a week or so, some like their content, some may not.
Since jelly started his downvoting-crusade, i give more upvotes there of course, some others do this also.
But as you maybe know, jelly wrote, that i have @blocktrades phonenumber😂.
The blockchain datas can give you the answer over all this years (i am here now since 12/17) at the end, and the content i vote is really quite different, thats what a curator with a stake like i have should do.
There are curators for english native or non-native speakers, for a lot of other countries also, i am one of the curators for the articles in german language.
If you call manual curating for mainly german articles cycle-jerk or whatever, hmm???.
I am not blogging very much anymore, maybe one post per month (you may have a look), so even if there were other big evil cylce-jerker-accounts in the really quite different german speaking so called community of Austria, Germany and Switzerland, i would have no great benefit, but you can see all my datas in the Blockchain.
Really dont know why this jelly-guy downvotes articles in a language he do not really unterstand and what he wants to achieve with his stupid assumptions and misrepresentations.

I also try my best to avoid war as a solution, just was sharing some thoughts, including that 'downvote for downvote' feels like war, unproductive.
But based on this protocol, there are really only a few ways to respond to a downvote, which any other member of this community is free to give. You can ignore it, you can reason with them, you can change your behavior, or you can 'go to war'.
In this case it would be an asymetric war, if you decide to fight - have you considered each of the other options?
Look, there is no problem if he stops his crusade and his stupid assumptions,i think, nobody here is interested in his actions or crazy opinions.
He should solve his problems somewhere else.
