Afortunadamente cuando las ¨personas¨ de ¨color¨ recibieron la ¨libertad¨, la gran mayoría de ellos se establecieron en esta zona de la ciudad; Este movimiento popular dio lugar al nombre del parque, que significa ¨lugar¨ de los ¨negros¨:  Antiguamente esta zona de la ciudad era un lugar de constante alegría y de muchas festividades, lamentablemente, con el paso del tiempo se fue perdiendo esas tradiciones
