But we could easily say they don't aim to control just for the fun of it. It's rewarding. I think most government would rather people remain in the dark.

Yes. They'd rather have people in the dark to have their heads to sit on.
Like you have rightly said, this isn't to vilify the sovereignty of the government but to take away the opportunities for evolution and, as well, financial liberation from the people, which is clearly contrary to safety and in alignment with the subjugation of the people to what's in it for them.
