AskLeo - How friendly is your country with cryptocurrencies? / ¿Qué tan amigable es su país con las criptomonedas? (Esp-Eng)

Continuing with the interesting questions posed by @acensotop in his #AskLeo initiative, today I ventured to give an answer to this question regarding how the use of cryptocurrencies has been received in the country.

In 2017 the Petro was issued as a "crypto-asset exchangeable for goods and services, and for fiat money, and at the same time as a commodity", since its confusing creation it has mutated a bit its characterization, currently it is considered as a "sovereign digital currency".

Subsequently, with the creation of the National Superintendence of Cryptoassets and Related Activities (SUNACRIP) in 2019, there was an official opening to the use of cryptocurrencies in the country. In the Decree Law of its creation, the regulation of "cryptoassets" and "sovereign cryptoassets" was established as the scope of application, differentiating then those decentralized cryptoassets from those that would be issued by the Venezuelan Government (article 3 of the Decree Law).

The Superintendency has broad regulatory powers and is responsible for keeping a registry to "systematize the information corresponding to digital miners, Exchange Houses, other crypto-asset financial services and crypto-asset intermediation" (article 29 of the Decree).

Until then, the use of cryptocurrencies was restricted. Both the Superintendence of Banking Sector Institutions and the Central Bank of Venezuela issued warnings to the public with certain periodicity about the alleged danger of transacting with these decentralized currencies without any type of backing, highlighting that they were used to commit fraud and were associated with crimes against money laundering and financing of terrorism.

Paradoxically, after having demonized "cryptocurrencies", the Government came up with the idea of issuing its own crypto-asset to circumvent the economic blockades and supposedly "oxygenate" the economy.

Currently, there are 10 Cryptoasset Exchange Houses authorized by SUNACRIP and they are authorized to carry out: exchanges between fiat currencies and cryptoassets, exchanges between cryptoassets, and exchanges between cryptoassets and fiat currencies.

Despite the fact that the issuance of the Petro had certain characteristics that could be considered attractive (its value was tied to a group of commodities: 50% oil, 20% Gold, 20% Iron and 10% Diamond), I believe that the project has been a total failure despite all the efforts made by the Government to impose its use, the population in general had no interest in acquiring such asset, let alone making transactions with it, beyond the enormous efforts made by pensioners and beneficiaries of government aid to try to spend the bonuses they receive in such crypto-asset.

This is a very curious fact, because the issue of credibility can be very questionable, people prefer to invest their money in known cryptocurrencies (even if they are decentralized and without any backing) than to lose their money with a currency created by a government with no reputation and bad financial management.

As for Cryptocurrencies themselves as Bitcoin, Ethereum, etc... currently the market is advancing in its inclusion as a means of payment, and every day we see more businesses that promote their use. There are also projects such as @dashpay Venezuela that are facilitating commercial transactions through their applications and wallet.

I think there is still a lot of misinformation in the population about cryptocurrencies, and there is still a generalized fear regarding them because of all that campaign they made to demonize them. The level of banking penetration is also an important factor, since, as incredible as it may seem, a large sector of the population does not use financial services, and in a way I suppose this also has an impact on the use of cryptocurrencies.

In fact, there is a good part of the population that currently carry out their operations in foreign currencies in cash or gold, especially in the south and southeast of the country (border states).

From the movement I have noticed from Venezuelans on the platform, I believe that it is more common to exchange Hive for the local currency than to use it directly, although many already offer goods and services accepting Hive as a form of payment. However, I believe that the sample would not be representative to make a general statement in that sense.

In short, I could say that legally the barriers that prevented the use of cryptocurrencies no longer exist. However, we are still in the process of adaptation and development, which goes through the process of educating the population and the implementation of strategies and mechanisms for the viability of its use in the economy, which every day I feel are gaining more and more ground.

Continuando con las interesantes preguntas que ha planteado @acensotop en su iniciativa #AskLeo, hoy me aventuré a dar respuesta a esta pregunta respecto a la forma cómo ha sido recibido el uso de las criptomonedas en el país.

En el año 2017 fue emitido el Petro como un “cripto-activo intercambiable por bienes y servicios, y por dinero fiduciario, y al mismo tiempo como un commodities”, desde su confusa creación ha mutado un poco su caracterización, actualmente es considerado como una “moneda digital soberana”.

Posteriormente, con la creación de la Superintendencia Nacional de Criptoactivos y Actividades Conexas (SUNACRIP) en el año 2019, hubo una apertura oficial al uso de las criptomonedas en el país. En el Decreto ley de su creación, se estableció cómo ámbito de aplicación la regulación de los “criptoactivos” y “criptoactivos soberanos”, diferenciando entonces aquellos criptoactivos descentralizados de los que serían emitidos por el Gobierno venezolano (artículo 3 del Decreto Ley).

La referida Superintendencia tiene amplias facultades de regulación y le compete llevar un registro para “sistematizar la información correspondiente a mineros digitales, Casas de Intercambio, demás servicios financieros en criptoactivos y a la intermediación de criptoactivos” (artículo 29 del Decreto).

Hasta entonces, el uso de las criptomonedas estaba restringido. Tanto la Superintendencia de las Instituciones del Sector Bancario cómo el Banco Central de Venezuela emitían alertas al público con cierta periodicidad advirtiendo sobre el supuesto peligro de transar operaciones con estas monedas descentralizadas y sin ningún tipo de respaldo, resaltando que las mismas eran usadas para cometer fraudes y estaban asociadas a delitos contra la legitimación de capitales y financiamiento al terrorismo.

Paradójicamente, luego de haber satanizado a las "criptomonedas" al Gobierno se le ocurrió emitir un criptoactivo propio para sortear los bloqueos económicos y supuestamente "oxigenar" la economía.

Actualmente, existen 10 Casas de Intercambio de Criptoactivos autorizadas por la SUNACRIP y se encuentran autorizadas para realizar: intercambios entre monedas fiduciarias y criptoactivos, intercambios entre criptoactivos, e intercambios entre criptoactivos y monedas fiduciarias.

A pesar de que la emisión del Petro tenía ciertas características que podían ser consideradas como atractivas (su valor fue atado a una cesta de commodities: 50% de petróleo, 20% de Oro, 20% de Hierro y 10% de Diamante), creo que el proyecto ha sido un total fracaso a pesar de todos los esfuerzos que ha hecho el Gobierno por imponer su uso, ya que la población en general no tuvo interés en adquirir dicho activo y menos hacer transacciones con él, más allá de los ingentes esfuerzos que tienen que hacer los pensionados y beneficiarios de ayudas gubernamentales para tratar de gastar las bonificaciones que reciben en ese criptoactivo.

Esto resulta un dato muy curioso, porqué el tema de la credibilidad puede ser muy cuestionable, las personas prefieren invertir su dinero en criptomonedas conocidas (aunque sean descentralizadas y sin ningún respaldo) que perder su dinero con una moneda creada por un gobierno con nula reputación y mal manejo financiero.

En cuanto a las Criptomonedas propiamente dichas como Bitcoin, Ethereum, etc.. actualmente el mercado se encuentra avanzando en su inclusión como medio de pago, y cada día se observan más comercios que promueven su uso. También se observan proyectos como el de @dash Venezuela que se encuentran facilitando las transacciones comerciales a través de sus aplicaciones y billetera.

Creo que aún existe mucha desinformación en la población sobre las criptomonedas, y se mantiene un temor generalizado respecto a los mismos por toda esa campaña que hicieron para satanizarlas. También es un factor importante el nivel de bancarización, ya que por increíble que parezca un gran sector de la población no hace uso de los servicios financieros y esto de cierta forma supongo que incide también en el uso de las criptomonedas.

De hecho, hay una buena parte de la población que actualmente realizan sus operaciones en divisas en efectivo o con oro, sobre todo al sur y sureste del país (estados fronterizos).

Por el movimiento que he notado de los venezolanos en la plataforma, creo que es más corriente el cambio de Hive por la moneda de uso local, que su uso directo, aunque ya muchos ofrecen bienes y servicios aceptando Hive como forma de pago. Sin embargo, creo que la muestra no sería representativa para hacer una afirmación general en ese sentido.

En definitiva, pudiera decir que legalmente ya no existen las barreras que impedían hacer uso de las criptomonedas. Sin embargo, aún estamos en proceso de adaptación y desarrollo, lo que pasa por el proceso de culturizacion de la población y la implementación de estrategias y mecanismos para la viabilidad de su uso en la economía, que cada día siento van ganando más terreno.
