Full control on the platform will allow him to do whatever he wants that could suit himself and his businesses of course.
And he knows how to encash the brand decentralization and free speech for his benefit - Twitter will be Musk's brand platform in the name of these.

100%. All of us know he is still bound by the laws. If any government wants to ban accounts, Twitter will have to comply. 🙈 Done it in the past, will keep doing it in the future also. It has nothing to do with the freedom of speech of others. Twitter will be his stage now.
