I've never tackled smocking. Looks tricky!

The technique in the photo is honeycombing and doesn't require a fancy pleater or gathering of the fabric. You just take tiny stitches in corners of gingham squares in a set pattern. I have instructions in an old Lee Ward's needlecraft library volume. Here is a video I found:
