The idea of 13 weeks is a security mechanism for the blockchain, more so than individual accounts. It is a deterrent for the exchanges mostly since they have a great deal of Hive under the control.
It is only at the base layer so I see no reason to change it. The second layer tokens can all make their own decisions.
If anyone wants to trade Hive simply do not power it up. There is nothing that forces people to do that.
