It seems to me that this needs layer 1 support to be successful. And maybe that’s what you’re thinking.
You would need to have a long term commitment from layer 1 guaranteeing a given interest rate for a given lock up period.
Please correct me if I’m wrong, though.

Okay. That's what I was thinking.
Layer 1 will need to incorporate Time Vaults, with their respective APYs guaranteed.
Any Layer 2 solution would exist to make the Layer 1 instantiation of Time Vaults easier to navigate and/or more flexible.
Is that a correct assessment?
