As far as the visibility of the INDEX token is concerned, being able to vote/lobby with a 1.5M SIM Power (Top 5 vote) clearly beats building a SIM-income oriented city with 1.5M SIM (not enough for Top 100).

It would grow every day, as the INDEX purchases more SIM.
Right now it's jut 1.5 million SIM to start.
Thats a valid point.
Also, as far as the visibility of the INDEX token is concerned, being able to vote/lobby with a 3M SIM Power (the biggest vote in the game) clearly beats building a SIM-income oriented city with 3M SIM (just enough for Top 100).
