Yes! It is a short sentence with a very profound meaning. We can say that it is golden rule to live in a happy society. If we can't keep our higher center (brain) calm, our tongue won't be control either. A short tampered brain fire bullet through the tongue which do more harm than an actual bullet. When we loose our calmness, we react without proper judgement that you have already mentioned.

In any situation, we should hear first with a cool and calm brain, assess the matter and react accordingly.

Very True indeed.
Bullets fired by tongue are more harmful than normal one.
