It's fascinating thinking about this. I wouldn't lie I didn't completely understand your explanation but I did get the Crux of what you are saying.. For this to work citizens would need governments to officially recognize cryptocurrencies as valuable property but most of them fear it and proscribe them because they are decentralized currencies with high volatility.. which would them validating them as collateral can mean they loosing big.. And the government are just like everybody else if can loose big and not control how much they lose then they out right ban it in the name of having trust issues
