We get 30 votes but 20 (+1) is what really matters, a paradox (design flaw?) inherent in witness voting.
Most of us within the top several hundred stakeholders already use all 30 votes so the real challenge is not to argue who should be added to the top 20 but rather who should be subtracted from it.

Yes, that's the math Dan came up with I guess at the beginning. I don't know the reasoning behind it.
