How we will tackle downvotes in these case.
Personally I do not feel "No downvote" is good policy but it is true 7 days payout window for content will not attract the established bloggers.
I read some one on medium that 7 days windows keep him away from steem (old article.)
One more reward token that is distributed to authors that are attracting traffic will be nice ,irrespective the post created date.

This is a good question, they did not mention anything on that matter yet. I mean the question would remain whether it's necessary to be able to downvote after 7 days. It also opens up some more possibilities for abuse. So they still have some specifics to figure out before they release it :-)
