This is so true. People with small HP are really surviving on the small drip that they can catch.
But with time this grow and you become a whale.

No, you are absolutely correct.
A 1000mv voting limit would help with this.
If folks with more than that would stop sucking up sooo much, there would be more to go around.

Curation is a game that can be played well.
Some people are doubling their vote value in curation rewards.

This will end with hf25.
The playing field will level for curation for the first 24 hours.
After 24 hours there will be some loss in curation rewards that goes to the other curators.
However, you vote value will nearly double, so there's that.

Letting go of the poor tax is a big concession by 'the whales'.
