You nailed it. Those who remained through the down times will be greatly rewarded in the up times.
One other point, the reward pool remains fairly constant. Yet, during the down time, there are less posts meaning the votes that are cast are spread over fewer posts.
We see those who are dedicated growing their accounts not only in STEEM but also the SE tokens.
